The "Implementation Plan" clarified that by 2025, the urban built-up area will basically eliminate the direct discharge of domestic sewage and the blank area of ​​collection and treatment facilities, and the centralized collection rate of urban domestic sewage will reach more than 70%; the sewage treatment rate of county towns will reach more than 95%. The sewage treatment capacity of the established towns has been significantly improved; the utilization rate of reclaimed water in water-deficient cities at the upstream prefecture level and above will reach more than 25%, and the midstream and downstream will strive to reach 30%; the harmless disposal rate of urban sludge will reach more than 90%, and urban sludge will be used as a resource The level has been significantly improved; 10 cities including Taiyuan, Hohhot, Jinan, Tai'an, Zhengzhou, Xi'an, Xianyang, Lanzhou, Xining, Yinchuan and other cities have further improved the classification and treatment capacity of domestic waste; prefecture-level cities have basically completed the classification of domestic waste for disposal, collection, and transportation , Sorting treatment system: The urban domestic waste incineration treatment capacity accounts for about 65%, and the resource utilization rate reaches about 60%.

The "Implementation Plan" requires systematically promoting the treatment of urban sewage and garbage in the Yellow River Basin. Fill up the shortcomings of the sewage collection pipe network, promote the full coverage of the sewage pipe network, add and renovate the sewage collection pipe network about 14,000 kilometers; strengthen the weakness of sewage treatment facilities, and increase the sewage treatment capacity by about 3.5 million cubic meters per day; promote sewage The harmless treatment of sludge will speed up filling the gap in the disposal capacity of cities and counties, and the scale of newly added harmless disposal facilities will be about 3,500 tons per day. The second is to improve the urban garbage disposal system. Improve the garbage classification collection and transportation system, increase the classification collection and transportation capacity of domestic waste by about 18,000 tons/day; fill up the gap in domestic waste treatment capacity, increase the domestic waste incineration capacity by about 28,000 tons/day, and increase the processing of kitchen waste The capacity is about 8,000 tons/day. The "Implementation Plan" emphasizes the strengthening of operation management. The second is to improve the normalized and professional operation and maintenance mechanism of urban sewage and garbage treatment facilities, implement operation and maintenance in accordance with standards and specifications, and encourage the selection of operation and maintenance entities through market-based methods. The third is to promote the work mechanism of the entire county, encourage comprehensive package franchising of projects, and promote integrated operation and maintenance.

The "Implementation Plan" requires that safeguard measures be improved.
