I. Planning basis and outlook
Sewage collection and treatment and resource utilization facilities are the core components of urban environmental infrastructure, and are an important starting point for the in-depth fight against pollution. (2) Basic principles
Planning leads and optimizes the layout. Fix the shortcomings and improve performance. Accelerate the completion of shortcomings in urban sewage collection and treatment, resource utilization, and sludge disposal facilities, promote full coverage of urban sewage pipe networks, and improve facility treatment capabilities. Promote the integration of plant and network, equal emphasis on mud and water, and simultaneous construction and management, improve the operation and management level, realize the stable and reliable operation of the facilities, and improve the overall efficiency of the facilities.
Adopt measures according to local conditions and implement classified policies. Combining local water resources endowments, water environment carrying capacity, development needs, and economic and technological level and other factors, scientifically formulate facility capacity targets.
Choose economical, applicable, energy-saving and low-carbon process routes, and construct sewage treatment facilities in different districts.
Government-led, market operation. Give full play to the decisive role of the market in allocating resources and better play the role of the government. Clarify the responsible party, strengthen standard constraints, and strictly monitor and assess. Improve the price mechanism, increase financial investment, attract social capital, and form a sustainable construction and operation model.
(3) Main goals

3. Promote facility construction
(1) Make up the shortcomings of urban sewage pipe network to improve collection efficiency
1. Construction tasks. The newly-added centralized sewage treatment facilities will simultaneously support the construction of a sewage collection pipe network in the service area to ensure the effective collection of sewage. Speed up the construction of domestic sewage collection pipe networks in urban villages, old urban areas, organizational towns, urban-rural junctions, and relocation areas for poverty alleviation and resettlement, and fill in the blank areas of sewage collection pipe networks. Newly built residential communities should plan and construct sewage collection pipe networks simultaneously, and promote the connection construction of branch pipe networks and household pipes. Carry out the diagnosis, repair and update of the old and damaged sewage pipe network and the rain-sewage combined system pipe network that are prone to waterlogging problems, and progressively promote the transformation of the pipe network's wrong connection, mixed connection and missing connection, and improve the efficiency of sewage collection. Vigorously implement the transformation and updating of sewage pipe networks in cities and counties along the main stream of the Yangtze River. Cities at prefecture-level and above have basically solved the problem of mixing and misconnection of municipal sewage pipe networks, and basically eliminated the direct discharge of domestic sewage. Implement rain and sewage diversion transformation according to local conditions. If the conditions for transformation are temporarily unavailable, measures shall be taken to reduce overflow pollution in the rainy season. During the "14th Five-Year Plan" period, 80,000 kilometers of sewage collection pipelines will be newly added and renovated.
2. Technical requirements. About the investigation of the sewage pipe network. Comprehensively check the functions and operating conditions of facilities such as sewage pipe network, rain-sewage combined system pipe network, misconnections, missed connections, and user access, etc., to find out the status of the sewage pipe network and clarify the problems of sewage collection facilities. Relying on geographic information systems, etc., establish a periodic inspection and evaluation system. The urban people's government organizes the ownership units of residential communities, enterprises and institutions, property management units and their competent departments (units) to carry out internal sewage pipeline network investigations and carry out rectification.
About the construction and transformation of sewage pipe network. Except in arid areas, new sewage collection pipe networks should adopt a diversion system. The segregated drainage system periodically conducts inspection and transformation of the pipeline network for misconnections, mixed connections, and leaks, which may cause urban waterlogging problems, promotes the diagnosis and repair of pipeline network diseases, and strengthens the inspection and treatment of infiltration and backflow of external water in the sewage collection pipeline network. Steadily promote the transformation of rain and sewage diversion, and give priority to the implementation of the transformation of the source drainage pipe network of residential communities, enterprises and institutions. We will steadily advance the transformation of rain and sewage diversion in old urban areas in arid and semi-arid areas, and do not implement a "one size fits all" approach.
Regarding the treatment of the direct discharge of domestic sewage. Carry out traceability management of direct discharge of domestic sewage in dry weather. Before adopting terminal interception measures, it is necessary to consider the conveying capacity of the subsequent sewage collection system and the processing capacity of the downstream sewage treatment plant. Construction dewatering and foundation pit drainage must ensure compliance with discharge standards, avoiding the discharge of clean water into the sewage collection system, squeezing the sewage collection and treatment space, and increasing energy consumption.
About the systematic rectification of the area. If the influent biochemical oxygen demand (BOD) concentration of urban sewage treatment plants is less than 100 mg/L, it is necessary to focus on the service area pipe network, systematically investigate the reasons for the low influent concentration, scientifically determine the water quality improvement target, formulate and implement "One The "Plant One Policy" systematic rectification plan has steadily improved the efficiency of sewage collection and treatment facilities.
About the combined overflow pollution control. The combined drainage area adopts engineering measures such as source renovation, overflow outlet renovation, interception well renovation, damage repair, pipe replacement, additional storage facilities, rain and sewage diversion renovation, etc., according to local conditions, to reduce the overflow pollution of the combined pipe network in the rainy season and increase rainwater discharge Ability to reduce the risk of urban waterlogging.
About the quality control of pipe network construction. Strengthen the quality control of the whole process of pipe network construction, the pipe materials should be durable and applicable, the pipe foundation should be supported, the pipe joints should be tight, the trench backfill should be dense, and the tightness inspection should be standardized. Speed up the elimination of brick wells, promote cast-in-place concrete or finished inspection wells, and promote pipe materials such as ductile iron pipes and reinforced concrete pipes with socket rubber rings.
(2) Strengthen the weaknesses of urban sewage treatment facilities and improve treatment capacity
1. Construction tasks. Cities and counties whose existing sewage treatment capacity cannot meet the demand should speed up filling the gap in treatment capacity. The new urban area promotes the construction of sewage collection and treatment facilities in conjunction with urban development. The scale of construction of sewage treatment facilities in large and medium-sized cities can be moderately advanced. Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, cities and counties along the South-to-North Water Diversion Project, cities and counties along the Yangtze River Economic Belt, and cities along the mainstream of the Yellow River have achieved full coverage of the centralized treatment capacity of domestic sewage. Make overall planning and orderly construction, and steadily advance the construction of sewage treatment facilities in organic towns, and appropriately reserve development space, which should be concentrated or concentrated, or dispersed or scattered. Accelerate the construction of sewage collection and treatment capacity in key towns in the Yangtze River Economic Zone. In the Yangtze River Basin and the area to the south, categorized policies will be implemented to reduce the overflow pollution of the combined pipeline network, and the construction of rapid purification facilities for combined overflow sewage will be promoted in accordance with local conditions. During the "14th Five-Year Plan" period, the new sewage treatment capacity will be 20 million cubic meters per day.
2. Technical requirements. Regarding the layout of sewage treatment facilities. Fully consider the size of urban population, natural and geographical conditions, spatial layout and industrial development, as well as the construction of sewage collection pipe network and sewage resource utilization needs, and rationally plan the layout, scale and service scope of urban sewage treatment plants. Areas with dense populations and large sewage discharges should use centralized treatment as the main method. For areas with small populations and relatively scattered areas, and areas that cannot be covered by centralized treatment facilities in the short term, rationally build distributed and miniaturized sewage treatment facilities. In accordance with local conditions, the organic towns shall adopt the methods of centralized joint construction nearby and take over by the city to build sewage treatment facilities, and promote the "biological + ecological" sewage treatment technology.
About the discharge standards of sewage treatment plants. Cities in the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area, cities along the Beijing-Tianjin-Hebei, Yangtze River mainstream and South-to-North Water Diversion Project, prefecture-level and above cities, capital cities in the Yellow River Basin, and cities specifically designated in the plan may impose stricter requirements on pollutant discharge control requirements for urban sewage treatment plants. Sewage treatment in sensitive areas of the water environment basically meets the Class A discharge standard. In other regions, the emission standards shall be determined scientifically according to local conditions, and it is not advisable to raise the standards blindly. Sewage plants near residential areas and environmentally sensitive areas should build deodorizing facilities and ensure deodorizing effects.
About the rapid purification facility of combined overflow sewage. On the premise of completing the investigation and repair of the pipe network in the area, implement the construction of rapid purification facilities for combined overflow sewage to efficiently remove sedimentable particles and floating objects, effectively reduce the total amount of urban water pollutants, and promote long-term maintenance of water environmental quality.
(3) Strengthen the construction of recycling facilities and promote the utilization of sewage resources
1. Construction tasks. Combining with the upgrading and upgrading of existing sewage treatment facilities, we will systematically plan urban sewage recycling facilities, reasonably determine the direction of reclaimed water utilization, and promote the realization of water supply according to quality and object, and the use of water is optimized. At the downstream of the key sewage outlets, where the river enters the lake, and the branches flow into the main stream, implement regional reclaimed water recycling projects based on local conditions. New urban areas in water-scarce cities must plan the layout of reclaimed water pipe networks in advance and carry out construction in an orderly manner. Focusing on cities in the Yellow River Basin, the Yangtze River Economic Belt, the Yellow River Basin, the South-to-North Water Diversion Project, arid regions in the northwest, and coastal water-deficient areas, we will build demonstration cities for the utilization of sewage as a resource, plan and build supporting infrastructure, and realize Large-scale utilization of reclaimed water. Build a resource and energy benchmark recycling water plant. Encourage the extraction of nitrogen and phosphorus from sewage. During the "14th Five-Year Plan" period, the newly built, rebuilt and expanded reclaimed water production capacity shall not be less than 15 million cubic meters per day.
2. Technical requirements. In water-deficient areas, priority is given to converting up-to-standard discharge water into usable water resources to replenish natural water bodies nearby. While promoting the use of reclaimed water for industrial water and municipal miscellaneous purposes in resource-type water-deficient areas, it is also encouraged to use reclaimed water for ecological replenishment of rivers and lakes and wetlands. In areas where conditions permit, combined with local water resources utilization, water environment improvement, and water ecological improvement needs, measures such as constructed wetlands and deep purification projects to optimize the quality of urban sewage treatment plants and improve the utilization of urban sewage resources. Promote the use of recycled water in areas such as industrial production, landscaping, road cleaning, vehicle washing, and building construction. Encourage industrial parks to cooperate with municipal reclaimed water production and operation units to promote point-to-point water supply.
(4) Break the difficulties of sludge disposal, realize harmlessness and promote resource utilization
1. Construction tasks. Sludge disposal facilities should be included in the local sewage treatment facility construction plan. Cities and counties whose existing sludge disposal capacity cannot meet their needs should speed up filling the gaps, and the sludge disposal of organic towns and counties should be considered in a coordinated manner. Cities in the eastern region, large and medium-sized cities in the central and western regions, and other regions where conditions permit, speed up the reduction of the scale of sludge landfill, and actively promote the utilization of sludge resources. During the "14th Five-Year Plan" period, the scale of newly-added harmless treatment facilities for sludge (wet sludge with 80% moisture content) shall not be less than 20,000 tons/day.
2. Technical requirements. Regarding the harmless disposal of sludge. New sewage treatment plants must have clear sludge disposal methods. Encourage the use of thermal hydrolysis, anaerobic digestion, aerobic fermentation, drying and other methods for harmless treatment. Encourage the use of sludge, kitchen and kitchen waste to build treatment facilities together to improve the comprehensive treatment level of urban organic waste. When constructing co-processing sludge facilities, full consideration should be given to the operation of local existing sludge disposal facilities and process usage.
About the sanitary landfill disposal of sludge. Restrict sludge that has not been dewatered and meets the standards from being landfilled in landfills. If the co-processing method is adopted, sanitary landfill can be used as an emergency response measure when the co-processing facility fails or is overhauled.
About the utilization of sludge resources. On the premise of realizing the stabilization and harmless disposal of sludge, we will steadily promote the utilization of resources. After the harmless treatment of sludge meets the relevant standards, it can be used for land improvement, wasteland afforestation, seedling tending, landscaping and agricultural use. Encourage the recycling and utilization of sludge energy resources. Large and medium-sized cities with scarce land resources promote the use of "biomass utilization + incineration", "drying + land utilization" and other models. Promote the use of sludge incineration ash as building materials.
Four. Strengthen operation and maintenance
(1) Improve the assessment and incentive mechanism
Incorporate the objectives and tasks of the centralized collection of urban domestic sewage and the utilization of recycled water into relevant local plans, implement the main body of responsibility, and strengthen supervision and assessment. Construct a pollutant reduction performance-oriented assessment system. When the government signs a project agreement with the enterprise, the core indicators such as the concentration of pollutants in the sewage treatment plant, the reduction of pollutants, and the rate of sludge harmless disposal shall be included in the assessment scope. Carry out joint assessment of project construction and operation effects. Regard operational capabilities and levels as important indicators and include them in the selection criteria for project construction and operation enterprises.
(2) Promoting professional operation and maintenance
As the main body of the construction, management and maintenance of urban drainage and sewage treatment facilities, the urban people's government promotes the determination and transfer of ownership of unowned municipal pipe sections or facilities. Establish a professional team based on local and stable personnel, establish a normal construction management mechanism, and implement operation and maintenance in strict accordance with relevant standards and quotas. Promote the implementation of the integration of water supply and drainage, and the integrated professional operation and maintenance of "factory-network-river (lake)" to ensure the systemicity and integrity of sewage collection and treatment facilities. Encourage residential communities to entrust the maintenance of the internal pipe network to the operation and maintenance unit of the municipal drainage pipe network, and establish a cost guarantee mechanism shared by the government and residents. Strengthen personnel training, improve professional skills, and ensure the safe and stable operation of facilities. Promote packaged construction and operation of projects with different profitability levels in the region. Encourage state-owned enterprises to fulfill their social responsibilities and give full play to their advantages in specialized, large-scale construction and operation.
(3) Promote the construction of information system
With the local people's government as the main body of implementation, establish a geographic information system for urban sewage treatment facilities in accordance with the law and update it regularly, or rely on the existing platform to improve related functions to realize the informatization and account book management of urban sewage facilities. Promote intelligent linkage and dynamic update of data on drainage households, trunk and branch pipeline networks, pumping stations, sewage treatment plants, rivers and lakes, and carry out normalized monitoring and evaluation to ensure the stable operation of facilities.
V. Safeguard Measures
(1) Strengthen the implementation of responsibilities
In accordance with the requirements of provincial deployment and the responsibility of cities and counties, systematically plan the construction and operation of urban sewage treatment and resource utilization facilities during the "14th Five-Year Plan".
